EUROCHAM: EUROPEAN BUSINESSES WARN OF SHIFTING AWAY FROM VIETNAM OVER RESTRICTIONS

More European investors in Vietnam are considering relocating projects elsewhere in the country’s Covid-19 restrictions continued for much longer, the European Chamber of Commerce (EuroCham) said.

Up to 18% of respondents of a EuroCham September survey said they had already shifted some production to other countries, and 16% were considering their options. Although no European business has left Vietnam yet, if the social distancing continues for a long time, along with the lack of vaccines for workers, the supply chain is disrupted, and the epidemic is not controlled. Therefore, the case of foreign businesses to leave is entirely possible.

On 09/09, EuroCham met with Prime Minister and government officials over the pandemic issue.

At this meeting, Eurocham also raised many recommendations to the Government. They proposed that the government should provide a clear road map of measures to resolve the problems faced by them, promote vaccination of workers, as well as mull vaccine passports… Besides, EuroCham also expressed their willingness to fund the acceleration of the process.

Prime Minister Pham Minh Chinh said Vietnam’s difficulties were temporary. “Vietnam will continue to listen to the opinions and proposals of the European businesses … and is willing to meet their demands under permissible conditions.”

HO CHI MINH CITY MULLS “VACCINE GREEN PASS” SCHEME

According to the municipal People’s Committee, Ho Chi Minh City is looking into a “vaccine green pass” scheme that would allow the reopening of businesses and services after Sept. 15, as well as allow residents to participate in productive labor and social activities depending on the level of epidemic control.

In many countries, a “vaccine green pass” is defined as a certificate that the bearer has been fully vaccinated against Covid-19 (2-4 weeks after the full dose of vaccine) or is certified to have recovered from Covid-19 and already have antibodies against the virus (usually within six months of getting sick). This scheme has been applied in many European countries such as Israel, Italy, France, Denmark, etc., bringing positive results in epidemic control, opening a new way to overcome the pandemic and return to everyday life.

If a “vaccine green pass” is to be realized, the city would need to inoculate its population ahead of reopening.

Chairman of the municipal People’s Committee Phan Van Mai said that after September 15, offices, economic activities, services, and transportation could only resume operation if they meet certain safety conditions. And one of the safety conditions people must meet to participate in the activities is vaccination. He also asked the government to provide more vaccines so that the metropolis could fully vaccinate its residents.

In the draft proposed by the Department of Health, the subjects will be provided with a “vaccine green pass” including people who injected two doses of vaccine and had enough time to create antibodies; people infected with Covid-19 recovered within six months.
